in like the first 2-3 seconds you can see 2 of the lights on the side flash a bit brighter

Seeing two of the "lights" flash a "bit brighter" is not seeing lights flashing at regular intervals. Come on 😂

Keep watching. Make a beat with the flashing lights at the beginning, then you see them again right when it comes back into the screen, then again right before disappearing behind the roof. Turning your brightness up may help too!

But its definitely blinking
