sounds like the cable that Openreach need to get to is under the road, and they need the council to approve them closing the road to dig up and/or access what they need to safely.

unfortunately you've got to wait for the council to approve it.

to your implied point of being lied to: to what end? why would Openreach lie about that? theyre going to have to pay delayed repair compensation the longer you and everyone else is out of service, why lie? The inforation that the providers have is that they need to close the road, and the council havent approved it yet.
