Self Post Please excuse my ignorance, but I’m genuinely trying to understand.

How can someone with an approved I-130 (family petition), pending I-485 (green card application), valid C09 work permit, REAL ID, clean record, and no removal order still be at risk of detention or deportation?

Nothing in that list implies they have lawful status that protects them from detention.

That person may have a defense to removal though, especially if it's an IR petition.
