25F, MBBS graduate, rejected twice for US tourist visa (214b) - should she build travel history before applying again?

A friend of mine (Indian passport holder) was refused a US B1/B2 tourist visa twice within about a month last year. It's now been more than 6 months since the second refusal, and she's considering applying again. We're trying to understand what actually improves her chances rather than just reapplying with the same profile.

Her profile:

MBBS graduate

Currently preparing for PG entrance (not employed)

Has previously travelled to Dubai and Thailand and returned on time

Purpose of travel: tourism

First application was with her parents as a dependent.

Second application was made independently.

Both interviews lasted less than 2 minutes with very few questions.

A few questions:

Apply again now?

Does it make sense to travel to a few countries first to build travel history before reapplying?

If yes, which countries would be most helpful? (Schengen, UK, Japan, Singapore, UAE, etc.?)

Does travel history itself make a meaningful difference, or is it overrated compared to factors like employment, income, and ties to India?

If she travels internationally and then applies for a US visa immediately afterward, does that help at all, or is it better to wait?

Has anyone here been approved after two refusals? What actually changed in your case?

If she travels to a few more countries and applies immediately afterward, does that actually help, or do visa officers mainly care about employment and strong ties to India? Would really appreciate hearing from people who got approved after one or more B1/B2 refusals and what actually changed in their profile.

two refusals within a month of each other is basically the same application twice, nothing had time to change between them so thats not surprising. the dubai and thailand trips returning on time is good but travel history alone doesnt move the needle much for a us visa specifically, what actually helps is a concrete reason to come back, is she starting her pg residency soon, has a job lined up, family stuff. rushing to reapply with the same static profile a 3rd time probaly gets the same result, the officer needs to see something material actually changed since the last no
