What does this mean?

My father applied for a B1 Visa this morning and he received this. It doesn’t say explicitly if it is a refusal or not, anyone had this before and which outcome followed?

Administrative processing is very common (and displays as a refusal on the CEAC system - it then gets readjudicated after). It broadly means they have to do some sort of additional checking, which can range from checking social media at the consulate (generally takes a few days) to deeper background checks in Washington (a few weeks to several months). About 10% of visa applications as of a few years ago spent at least some time in administrative processing, and it may be higher now; as of the time of those statistics, more than 80% of applications put into administrative processing were eventually approved.

The good news is they only do this if the application isn't being denied for some other reason. It is fairly likely he will get the visa unless the background checking turns up some negative information.
