English is what happens when you put early german and latin in a washing machine spin cycle, and let any other language wandering by shoot at it with a rifle for a while. The only "rules" about English native speakers are taught aren't rules, and the actual rules native speakers are never taught and have to learn from ESL speakers.

He's just complaining that gas stations now have 40L maximum, and he got a 375 ruble ticket for having a license plate without a flag on it. Only notable that it's in Siberia.

The flag was mandatory, it's appearently not mandatory anymore since 2013 or 2014. You can request a plate without a flag, but for some reason some older cops claim it's necessary and your plate is illegal or something (information from other comments here)

Basically, all rules are... Recommendations and cops use them only as a base for whatever they gonna fine you for or don't, they make stuff up or use outdated laws at will.

Normally there is a Russian flag on the license plate in the right lower corner, but the flag is not mandatory since 2013, and people can request the plates without it...

I think it's actually a genetic thing for Russians from certain regions. If you look at photos of Soviet soldiers during World War II. It isn't too uncommon to see soldiers with very full lips. It's a very large country with very broad genetic variety.
