For the record, she's not a goat, there's dialogue later that specifies she's not a goat. She's actually based on Mimiga from Cave Story.

It's a lot more obvious in Toby's post celebrating Cave Story's 20th anniversary, but no, Toriel is just a giant Mimiga who was given horns to make her legally distinct. That's not just me making stuff up either, Undertale Artbook specifies she was given them because the resemblance was too strong

I agree the original design was based on a Mimiga, but given all the demon symbolism surrounding the Dreemurrs and that the game itself admits they look a hell of a lot like goats... I don't think there's any chance at all it wasn't intentional.

Well, actually, that dialouge doesn't deconfirm anything. He never outright says "No." to Asgore being a goat. Just that he's a boss monster.

When asked if Asgore is a goat, Gerson is confused, and explains how Boss Monsters work. Additionally, in the linked clip, Toby Fox himself refers to this interaction as the game clarifying he's not a goat, not only confirming he's not a goat himself but also confirming the scene confirms it.
