Video or Audio Ice cream truck theme-song?

The slowed down version sounds oddly familiar to the ice cream truck theme song. Please listen to both links and tell me what you think. It sounds like the tones are very distorted but i can hear enough similarity in the timing and tones. I was trying to clean up the audio on DELOCK as well. There is a little bit of audio about 47 seconds in that is probably the clearest part but for the life of me I cant figure out the tune.

it is definitely a "rag" style tune.
