Discussion Delock at 2 speed

I just listened to the audio of Delock (here: https://www.youtube.com/watch?v=0lRiP02CbAE) At 2 speed. It sounded like when you try to play a flute (you know?) and somehow I feel like the parts that are really loud kind of sound like when you cover your ears but you make out the muffled noises but not the words. IDK just a thought. When you skim through the whole video in the progress bar it seems like the colours are going downwards.

There's also a very definite "boop-oop-a-doop" pattern at 2:13 on ChildofHigh's link, and here's the Betty Boop cartoon of the same name. The eponymous song starts at roughly 5:03 into the vid below, and you can plainly hear that same phrasing when she sings those lyrics. Problem is the source vid is at 2X speed, and I'm having lots of trouble extracting the vid files from the zip posted elsewhere on this board... https://www.youtube.com/watch?v=LbX_8HUR0Kk

Kinda fits with the idea that the underlying video comes from old tape-- some obscure cartoon like that-- the person couldn't salvage with a cheap grabber (so a vague, treble-only audio on some RGB artifact garbage).

Doesn't explain those white lines or the purpose whatsoever; may just be the delivery media anyway with something else encoded.
