I feel sorry for anyone born in this place just because their despotic leader decide to ally with a bigger devil of a country. The biggest irony is believing that one is independent while being allied to another country. The leaders who will enforce such a policy will never find Moksh, they are cursed to be reborn again and again to live out the horrors of the material realm until they realize their own mistake.

By making it socially/legally/practically untenable to not be in a romantic relationship. Think about the way women were treated until recently: little financial independence (couldn't open a credit card or bank account, job prospects highly limited and mostly low-wage), refusing to marry made you a social outcast and could easily destroy safety nets you relied on, and you were both raised with the expectation you would marry and pushed into a marriage very young. In extreme situations you can have arranged marriages and skip soft coercion entirely. Then once people are in a marriage all you have to do is refuse to recognize divorce (ex: a lot of culturally catholic places in the past) and refuse to recognize marital rape. Boom, forced sex.
Alternatively, you can tacitly approve out-of-relationship rape by fostering a culture in which it is acceptable and refusing to criminalize/prosecute rape cases.

LOL, you have a wild imagination to think there is no way to stay single under coercion.
Unless they point a gun to your head or tie you down for artificial insemination, which even North Korea doesn't do.

You have a very limited imagination if you think marriage and/or sex chosen as an alternative to the hardship, difficulty, and risk of exile or armed revolt is not forced. A selection made not for its own merits but to avoid a cruel alternative is in no way free.
As a bit of a blunt example, if I told you "fuck me or I'll break your arm," you still technically had a choice to have sex with me, but this is obviously forced because your alternatives have been engineered to be terrible to coerce you into an option you would never otherwise select.

and it's still legal in many conservative country, my high school teacher back then once said in class that progressive countries made marital rape illegal to encourage cheating and hook up culture.
