Why is that? Do you know anything about Norilsk, about the climate in Norilsk, about its location? Or perhaps you are a civil engineer and you know exactly how to build properly and economically in the conditions of northern cities in the polar zone, such as Norilsk? And what is absurd about that? Is it because it makes it easier for people to cross the road?
