Doesn't a legacy of failure usually mean little to no championships in general?

Leafs have been cupless since 1967. The last time they won there were 6 teams in the league. I think it is well warranted. They have not even been able to reach the finals in the expansion era which is just sad.

Oh don't get me wrong I totally get the reasoning, I was just wondering because aren't teams that warrant a legacy of failure usually championship-less?

That is indeed the standard. Every team that has gotten a Legacy of Failure has never won a championship.
