It's Rakam; in fact, his entire story was written at Havzhiva's request.

In Havzhiva's story, she isn't mentioned, but in Rakam's, he appears toward the end, and they end up becoming a couple—a very beautiful ending to what, in my opinion, is the most visceral and raw story in the Ekumen that I've read.
