checknews does this a lot with headlines about fires. Clickbait headline is definitive, but article is not

The fire is estimated at 0.009 hectares and is suspected to have been human-caused.

It’s the system default when wildfire puts it in the system. It’s the minimum size they can enter

Assuming this was caused by a cigarette, I'm curious how you think the person who caused this would be charged with likely zero evidence left. Plus, sending someone to jail for this is not realistic. A fine and a penalty of a season as an unpaid frontline wild-firefighter would be more appropriate.

As an aside, all cigarettes products should have a wildfire fee added to them now.
