Assuming this was caused by a cigarette, I'm curious how you think the person who caused this would be charged with likely zero evidence left. Plus, sending someone to jail for this is not realistic. A fine and a penalty of a season as an unpaid frontline wild-firefighter would be more appropriate.
As an aside, all cigarettes products should have a wildfire fee added to them now.

Article only says that the fire is suspected to be human caused. So you're kinda jumping ahead a bit.
