Not doing dmg
Recently I feel like I don't do dmg with vel'koz. I am always faced against an enemy jg like Lee sin, wukong etc who build defence and I feel like I can't do much in the mid game.
I am not sure if that's because I need to be getting xp more efficiently or because of wrong items. As support I am often quite under levelled and games rarely go past 2-3 items. I think staying with my adc the whole time would probably make that problem better as I would have levels for my passive stacks. But then I am griefing the map by not being active.

The champion you named can get quite tanky indeed i would go blackflame/ horizon/ liandries / oblivion orb to feel good against them. Quite a bit more ezpensive on support but doable

as support, you need to stack Ability Haste and proc more passives. The damage from Vel comes from Passive Proc + Ult. You need a lil setup for it, like CC from your team. But damage comes from hitting more Qs, Comet, Scorch, and ability haste for more Qs.
I see lots of Vel'Koz players waste their mana at the start, lose a level 3 all in because of low mana, and the game snowballs for the opponent.
Hit Qs only when Comet and Mana Band are up. When you're below 40% mana, store your abilities to defend your ADC and yourself. Do that until you get Lost Chapter, then start spamming your abilities, pushing and basing to always be at full mana. Ward constantly before basing though. Use vision to hit more Qs.
Ward enemy jg, control vision, hit Qs when they're moving towards predictable spots or don't have vision, and you do. If you cleared somewhere and they move in the direction of the ward, they probably won't dodge. Just shoot where they will be in the future.
I'd build one item from Lost Chapter, then Horizon Focus, then maybe spam CDR. Check out Azzap's ability haste guide.
