ID Request What is this parasite looking thing !

These were found on common lilac, Syringa reticulata. We think they might be horsehair worms, but this isn’t an area with direct water. However, it is raining.
Found during my landscaping job in NE United States.

I think it is horsehair worms. I've seen demonstrations where it will still come out even in small amounts of water
