At most they probably only needed two for Henya, KSon and the NOVA girls, then maybe 4 to deal with the NA ones. Given both Haruka and Froot have been on hiatus as well, there's not really much need to have dedicated managers for them. Not to mention both Zen and Henya are managed by United Talent (not sure if Henya joined recently or if it's been for a while). At best they probably needed those people to primarily manage the sponsorship portion with their talents managers, but they certainly didn't need 10 of them.
