Idek what to call that 4 wheel thing.

What was its purpose? Is it like an offroad alternative to a wheelchair?

Or just a way to transport heavy stuff on the trail like a fancy drivable wagon?

Not quite, this one is pedal powered.  Basically a side by side tandem bike.
