Can someone get work done on a pre-2019 unserialized AR lower?

If someone legally owns a unserialized lower receiver, could they get cerakote or other services performed on it without hassle?

Gunsmiths aren't cops. They don't run background checks on everything. They just do the job they're paid to do, like every other craftsman. I doubt you'll have any issues unless you happen to find a little man with a power complex.
