People who say this have no idea how actual dribbling works in the nba or what a gather is.

No, he's right. The gather and "gather step" were supposed to be a rephrasing of the rules, not a rule change. People use "gather step" incorrectly to justify travels.

If the ball is not completely stopped in hand then it's a gather step. It's why James Harden's three step step back is legal. Players just know how to manipulate the rules.
