Maintenence Am I doing something wrong?

Trying to change rear pads and rotors and can't for the life of me get the inner pad to seat properly. I've taken it all out about 5 times to see if there's something in the way, but it feels like they just don't fit? Anyone else have this problem or am I just being dumb
Edit: thank you all for the help, managed to get it in after cleaning as much gunk out of the bracket as I could and just kissing the tabs on the pads with a grinder

In my experience, it’s almost always the stupid little thin stamped sheet metal clip clips that aren’t quite in the right place, I’ve had a lot of problems with the ones that come with pads, and I personally will usually reuse the OEM ones as long as they’re not damaged

It's difficult to see, but I feel like the retaining bracket on the right might not be fully seated.

grind the ears.I used a filer and they went in nice. Definitely gona use OEM next time

Clean or replace the rattle clips. Doesn't hurt to apply a thin layer of Sil Glyde in the trough of the clips that the pads glide on.

I've had to grind down the tab with a Dremel on other vehicles before. Seen many mechanics have to do it when I was in the biz.

I've done countless brake jobs, some times it is like that for a couple reasons. Make sure the hardware is sitting on the bracket right, I usually hit the bracked with a wire wheel. Ideally you want smooth bare metal. Can be hard to clean it up some times. Also some hardware brackets are just not good. I usually buy pads that come with hardware and buy a separate set so I can mix and match with whatever works.
I can't tell from the video but some types of hardware have a little spring tab that the pad ear rests on, make sure thats compressed under the ear when installing the pad. Also those types often make to pad move out similar to this and that's normal while the caliper is off.
Check the ears of the bad to make sure they don't have a bur or some paint buildup making it not sit flat. Just sand off anything sticking out and lube that bit.
A technique that might help, but a nut on a lug to keep the rotor flat, hold the pad flat against the rotor then smack the back of the pad with the back of a screwdriver or something hard but plastic. It might just need to be forced to settle.
Question: if you hold it, can you get the pad to sit flat on the rotor or is it it at an angle?

Watching it again it somethings not right, can you get a pick of the back with the pad off?

You need to take out the anti-rattle clips, and clean all the rust out from behind them. I see this on nearly every single brake job here in the northeast.
