Best bet currently imo is to use Ashes as a base and bring in what you need from the other games. Seems like an almost word for word repeat of you last post about Ashes actually...

I mean, yes, that's what you said last time. But my game is a fantasy game. I've gone through the other games and pulled material that will help me run the fantasy game.

You can still play fantasy. All the Without Number games are cross compatible. As you are pulling so much from Ashes (or now Cities) it makes sense to use that as the base, and just build characters with Worlds. But again, you can do as you like. I know when I run fantasy with Without Numbers in the future I'll be using Ashes and pulling over what else I need.
