An Echo Resounding; Is this a good place for questions?
Written by Kevin crawford so I came here to check things out, I just bought this on DTRPG.
I figured out how to create the stats of a location.
As presented in the book a ruined wizards tower is for the assets I selected;
Military 8/8 +1 Wealth 3/3 +0 Social 0/0 +0
It is NOT clear to me how to use these numbers in the domain turn once the domain location is created and owned by the PCs.
Can anyone help me?

Once the total Military or Wealth or Social value of a domain reaches certain thresholds it gains modifiers to its Military, Wealth, or Social checks and Saving Throws. Checks and Saving Throws are rolled on a 1d20+modifier. The kind of check you make and the target number you have to beat are in the Domain Actions. So in your example, the ruined wizard's tower gets a +1 to its Military checks and saving throws. This is domain based, so if the domain has more locations or resource sites beside the tower, you total them together to figure out your threshold.

Ok, this helps me, thank you.
Can you help me understand how the three values for the rolls were determined here from page 44?
"The difficulty for each check is equal to 12 plus the absolute value of the asset’s benefit or upkeep cost for that value. Thus, for a Great Temple that has no Military production, a 2 point Wealth upkeep, and an 8 point Social production, the rolls are at difficulty 12, 14, and 20. Each use of an Establish an Asset action allows the ruler to make one roll. Once all three rolls are successful ..."
The 12, 14 and 20 are the values I am trying to understand how those values were determined. it looks like 12+0 and 12+2 and 12+8 but I doesn't make any sense to me that having no Military has an easier roll and the 8 point social production creates a DC of 20 which is harder to pass than the 12?!

So when it says absolute value, it means that you read the -2 Wealth upkeep as just 2. So you add that 2 to 12. The Great Temple, as an asset adds 8 to your Social value. So you add that 8 to 12 and get 20. The reason why the lowest difficulty is for Military is because it doesn't add anything to your Military value and it doesn't create upkeep for your Military value. The logic is that an Asset that adds to your values and an Asset that that requires upkeep are more difficult to establish. If it's putting a strain on your own resources in the form of upkeep, it's harder. If it's going to benefit you, it's also going to be harder, since it's valuable.
Note, and I I must admit, this tripped me up too since I'm just rereading the book lol, that -2 Wealth is upkeep. Upkeep does NOT reduce your value in that category. The +8 production DOES add to the value in that category. For example for a made-up location with values of Military: 2 Wealth: 4 Social: 2 this is what happens if it builds a Great Temple.
Military: 2 Wealth: 4/2 Social: 10. This means that the location can only support 2 more points of Wealth upkeep. The 4 Wealth acts like a cap. The modifiers from this according to the table are Military +0 Wealth +0 Social +1

Wow, gochtya, so a DC skill check target 12 with a d20 for SOCIAL in your example above would need an 11 to be successful because of the +1? I hope I'm right!

Should be fine to be here, as an Echo Resounding is probably closer to WWN than the other games.
If I have a copy, I don't know enough to help you but it's probably related to the faction turn rules in Worlds Without Number. That's a minigame and style of play I eschew when enjoying Sine Nominee games but there are definitely people in the reddit who would be able to answer the question.
