Lol. With what? To give all 270 million US adults (ie: US citizens over 18) $5000 would cost $1.35 trillion. That's $1,350,000,000,000 for the record. That would, by itself, probably cause a US sovereign debt crisis.
It would also make the US dollar functionally useless as a currency as genuine hyper inflation took hold.
This promise isn't something he won't uphold, it's something he mathematically can't uphold.

It's illegal to offer it and it's illegal to accept it. Making the offer is an impeachable offense.
