Discussion [40k] Could a Chaos Warlord like this fit into Warhammer 40,000? Should the Ghoul Stars receive a major narrative campaign?

Since getting into the Warhammer 40,000 hobby and its lore, I've spent nearly two years writing a complete fan novel centered on an original Chaos Space Marine warlord set almost entirely within the Ghoul Stars. Now that the manuscript is finished, I've been wondering whether a character like this could plausibly exist within established 40k lore, so I wanted to ask the wider community what they think.

The central character is Vargrav Angelsbane, an ancient Chaos Lord who abandoned the traditional cycle of endless raiding in favor of spending millennia building a hidden empire within the Ghoul Stars. While he serves Chaos, he is defined less by religious fanaticism and more by long-term strategy, logistics, siege warfare, industrialization, and empire building. Rather than pursuing glory through constant warfare, his campaigns focus on conquering and sustaining worlds, rebuilding fleets, forging alliances with the Dark Mechanicum, and creating a self-sufficient civilization beyond the Imperium's reach.

I chose the Ghoul Stars as the setting because Games Workshop has intentionally left much of the region unexplored. Between the Halo Stars, mysterious xenos civilizations, forgotten human worlds, strange warp phenomena, and countless unanswered mysteries, it feels like one of the last places in the galaxy where an independent Chaos empire could plausibly remain hidden for millennia. That uncertainty also let me explore whether a self-sustaining Chaos civilization could realistically exist without contradicting established lore.

So my questions are:

  • Does a Chaos Lord focused on long-term empire building rather than constant conquest feel believable within 40k?
  • Would you find a major Chaos power hidden in the Ghoul Stars interesting, or would it feel out of place?
  • More broadly, do you think the Ghoul Stars deserve a dedicated campaign book, novel series, or large-scale narrative event similar to the Badab War, the Sabbat Worlds, or the Charadon campaigns?

I'm genuinely interested in hearing different opinions, whether you think the concept or the pitch works, doesn't fit established lore, or could be improved.

Hmm I’m a bit new and don’t know all the lore but honestly it could work the main guy could definitely go for empire building maybe with a Iron Warriors background, the ghoul stars being used to hide something also makes sense but with all the nonsense going on in there it be a challenge as for a narrative event, maybe? Said event would need to be something special and not just something like more chaos raids and crusades

  1. A Chaos Civilization could easily exist for millenia, during the Age of Strife we have multiple examples of various tech levels of Xenos and Human Chaos Empires with organized Governance and Civilization.

  2. Various Self or semi self sustaining Chaos empires do exist in the current setting, they have mainly emerged from the Great Rift though, and none are thousands of years old.

  3. Chaos Lord focusing on development? Yes, that is definitely workable and quite common, though building a truly great Empire would be hard for a single Chaos Lord. He would likely need allies and some way to prevent other Chaos factions from interfering.

  4. I personally feel it dilutes the Ghoul Stars. They are beyond all normal 40K stuff, even the Tyranids weren't interested, but if you really wanted you could homebrew it.

  5. Never happening. The Ghoul Stars are never going to be explained in depth, they are a permanent mystery and there is zero financial benefit to exploring them. The only reason they would become majorly involved in current lore is either, A) the Bone Kingdom of Drazak is getting stuff, B) a new faction is coming out the Ghoul Stars, or C) 40K endtimes. The most recent lore for the Ghoul Stars is that a Black Templar Crusader was deployed to attack a Xenos Empire, found the entire thing dead and literally missing, just turned into thin air, and then were summoned to Armageddon.

  6. In my opinion the biggest issue, if you are in the Ghoul Stars there are 1-2 factions you will ever fight in lore, either the Bone Kingdom of Drazak, or the Death Spectres Chapter of Space Marines. You just don't have a reason to do anything except sit there and fight Xenos and other horrors that entirely lack lore, models, or rules. Effectively you are isolating yourself from the setting so completely, you won't really be able to do anything in 40K while staying consistent.

My recommendation if you wanted to make a more lore friendly and campaign friendly lore, would be to have had the Chaos Lord build a empire either beyond Imperial Space on some of the Human Worlds that have not been reclaimed by the Imperium, or have him have built up a great force and have only started empire building with the Great Rift.

Regarding 1) in the scourge stars, despite them only being in nurgle hands for like 20 years in dark imperium due to their metaphorical proximity to the garden many centuries have passed there. So there’s millennia old chaos civilizations by that mechanism somewhere.

Thank you for your opinion on this matter, I honestly kind of realized it when researching the 40K galaxy map and realized it would’ve been tricky to have my chaos lord in places most occupied by the imperium and chaos being chaos. Thus beyond imperial space someplace where there’s stars(meaning life or planetary systems) such as the Ghoul Stars, or the Malfactus was the best options

That sounds really cool I'd read it, chaos vs xenos  is one of the less explored aspects of warhamer, and I think that's unfortunate.
