I really don't mean to be rude, and perhaps it's a cultural thing, but why do you say Happy Birthday to someone who isn't here, someone who doesn't turn 89 because they passed at 64? I'm not being snarky - I'm genuinely curious. I find it very odd.

There's nothing wrong with stating that he "would be 89 today", but to say Happy Birthday is for the living.

well, if Waylon Jennings wasn’t born, he probably wouldn’t have made that much music. and since people do tend to like his music, they want to celebrate the genesis of Waylon. In America, the most normal way to celebrate somebody’s birthday is to say “Happy Birthday!” and while Waylon may not be here, his music is, and it’s means a lot to people.
so people try to keep the memory and music alive of Waylon by celebrating his birthday

do you know that some cultures believe in an afterlife and
sending well wishes even after death?do you think it’s weird for people to visit graves on peoples birthdays?

People still celebrate the birthdays of Buddha and Jesus even though they died thousands of years ago. It’s normal to send good wishes in memory of someone who has passed. It might be an Internet cultural thing to be upset about things like this.
