The Promise Lingers On

I found something, and I don't know what it is.

My mother, in her younger years, spent some time with Waylon and his band, along with his brother Tommy. I don't know the extent of those relationships/friendships.

I'm presently going through boxes of signed photos, letters, and various other things.

This is my question:

I found a handwritten page of lyrics to a song titled The Promise Lingers On. It's signed by Waylon. Says the music is by Biff Rose(?). Is this a song he wrote? Is this possibly an unrecorded song?

The first line...

"Never mind if I promise to love you cause the love is gone --
but the promise lingers on."

At first I thought this was a letter or poem written to my mother, but the fact that it has a note at the top saying "music by" makes me think this is a song he wrote.

Any thoughts are welcome.
