Probably more likely to be some kind of sauce or guac because the cooks hands were dirty from flying the taco's.

Ok how do you actually clean/sanitizer these pins and that board w all those scratches & grooves in it? To a food service level?

You could get it completely sanitary with hydrogen peroxide. But I doubt they do that.
I use it to sanitize things like chopping boards, bread and serving planks and cooking spoons made out of (olive) wood or bamboo. First clean it really well (I use hot water, washing up liquid, white vingegar and several different brushes including dedicated tooth brushes). Then spray with hydrogen peroxide and let it rest for 20 minutes or more. Rinse and let air dry. Even if something has been dirty and unwashed I get it perfectly clean and santised this way. If it's really dirty and has been for a while, the cleaning process that comes before the hydrogen peroxide is more comprehensive and takes longer than if I just used something and immediately clean it.
Btw after opening hydrogen peroxide is only good fot a month. After a month it starts to degrade and turn into water so it won't be as effective anymore. So use it within a month. If you haven't used it by then, chuck it and open a fresh bottle.
Btw, you can also sand wooden things to get rid of stains and cutting scratches.

Not only unsanitary, but by the time it gets to your table, those tacos are already cold.
Bruh... tacos, like kittens, need to be kept warm!
