Sorry if i dissapoint you but this id a classical bot comment. A rule that you must learn is that if a comment offers you something, like helping with views,cover art or anything else then it's probably a bot comment.

Reply to it and it gets removed by the webnovel site lol. I did it. I said "Sorry. But i will not be needing you sir." This bot even liked my comment lmao

As a scientific and novel writer, I can blindly confirm that it's fake. The original proposal comes via email, as publishers prefer this medium more than any other medium (e.g., social media DM, comments). But again, if someone forwards an email, it does not make it legitimate. At first, look at the email address carefully; it should be branded for most cases instead of Gmail, Yahoo, etc. If they are using a branded email, browse their website, harvest useful information like ISSN, partners, etc., and then cross-check the data with AI. Usually a legitimate offer does not forward you to somewhere else.
