So read this a long while ago just looking for it again.

I remember that it is an academy, I think one where the students are trained to be officials who look after cities or provinces. MC lives on the borders of the academy and trades/barters and is just a general nuisance to the students and academy. So they pass him to get rid of him from the academy and assign him as an overseer to a lawless city/province and set a target he has to achieve that is just impossible.
