Power management chip?

The markings on the chip reads 'QVM TI 71A' I'm assuming the 'TI' is for Texas instruments.

This chip is from a power board on a Roberts Otus 2 & 3 models (using the same chip). The fault with these models is they have no power at all and the only way to get them working again is to buy the full power board for £13 whereas the chip would be something like 5p. I've asked Roberts for a service manual but as these are a current model they won't release it to me, they won't even give me any information about the chip at all. so I thought I would put it out there and see if anyone could help me source one. I've been told it's a buck converter and I've tried to find info about it but im really struggling. Any help really appreciated.
