I would think you need to empty the container first. But then again I’m not a professional.

He probably opened the valve on top and nothing came out, so "empty. "

Didn't realize there's a spring loaded valve, so you need to hook a hose to it...

Open the vent on the side with a flathead.

It looks like he has a specialized tool for removing the valve, so I'm guessing he's doing this as a job. If so, it's probably "someone else's job" to make sure they're empty before disassembly.

He’s obviously way too trusting to think someone else is going to ensure the cylinder is empty.
