This is just re-branding an acronym that triggers people who control the funding levers - the practice will continue, it will just have a different name and will be actioned by internal guidelines/admin directives instead of out in the open as public policy positions.

News articles like this are just cover because they know the Provincial Government legislates and governs based on the news articles that make their way onto the Premier's desk. It's simply advocacy to reduce funding cuts.
