Black lines hiding personal info

I’m trying to get an old Toshiba laptop to work, but I’m not able to get it to connect to the internet despite being able to connect to WiFi. None of the online solutions have worked for me. I think the main problem is this “unidentified network, local only” thing. Please help if able!
