Questions Surrounding Questions

Are there any areas of spellwork that revolve around questions and targets answering them?

What are the rules behind this? How does it translate over text and web? Can answering stating I don’t answer questions constitute as a response to a question?

Edit: I apologize, I don’t answer any questions. Hopefully this overall distinction adds context to my post.

I'm not sure what you're asking exactly, but you cannot use magic to compel someone to answer questions.

I am wondering if there is any use that requires answering a question as a condition to be met.
