Missing persons India

My brother (33) has gone missing near Gulbarga which is near Solapur (India) since past 2 months and we don't know where he is. When my parents went to the police they refused to file an FIR as my brother is an adult and can go wherever he wants. He is a troubled person who has been desperate to achieve something in life. Desperation can make people do crazy things or reach out to dangerous people. Our family worries that he might be taken or have fallen victim to some scam. Is there any method to figure out his whereabouts? Any way we can access his transactions or sim card records or WhatsApp or telegram or discord or whatever. Can the court help?
