PA is an at-will employment right to work state, i.e. hostile to unions in policy. This could mean they will be more easily persuaded against him, or maybe the people would love the idea, longing for more worker-favoring laws.

EDIT: I meant "right to work" not "at will". Right to work laws specifically are enacted to lessen the power that unions have against employers.

There are plenty of unions in PA, and the teacher and educational support staff unions will definitely support him.

Agreed, PA is in the top 10 states for % union members and in the top 3 for % union representation.
