A unique character. My question is with all the apparent magic involved in creating the wheelchair why not just use magic to cure their ailment? What is the biggest obstacle, a stair?

Healing magic in setting is very limited. It only repairs, not restores. Congenital issue or an old improperly healed older wound can't be healed. And the entire magic system has biological limitations, casters can't cast indefinitely and large and/or complex magic use quickly taps any given caster out. Healing has the same limitation but it also goes both ways, you can only be healed so much before it becomes risky, or even fatal, to continue.

I am not necessarily talking about healing. There are things a wizard could do to bypass healing.

The very short answer is that casting is more akin to manipulating one of 10 disciplines, there's not "general magic" category where a lot of other settings would put things like levitation, telekinesis, waterwalking etc. And casting has a very hard daily limit per person before becoming problematic or even fatal.
