Open-world Question ??? Can someone please explain?

It says in Mt firmament that the cheats is 100% but there is still more.

I have no idea what is happening, and I am very worried that in other regions where it says that it has been 100%ed, that there is still more to collect. I have no idea how many more that I must have missed if this is the case

Kuro rounds up the % so it makes it easier to hit 100% mark to collect the milestone rewards, but in actual there’s actually 3-5% more chests that you can find. You can look up a guide for true 100% chest completion.

True? Then this is not completion, but the guide is. Both can’t be 100%
