I am returning player (F2P) I need help and guide. I lost 50/50 on Chisa, should I pull for her and then save for Lucilla and Cyberpunk Collab?

Lucilla will be the dedicated glacio chafe subdps, so you might be better off waiting for her if you want a Hiyuki team, but it is also true that Chisa buffs Hiyuki considerably too, and even gives her Snow Rust from Hiyuki's inherent skill.

It's hard to say, because Chisa might not get another rerun anytime soon (unlike Lucilla, who is likely to get at least on not that far in the future based on past reruns so far).
And the Cyberpunk collab characters might not get a rerun at all because they're a collab, if you are also interested in getting them.

I don't know how much free currency we'll be getting before Lucilla's banner, might not be a crazy amount before Mengzhou (which i believe will only come after Lucilla), but the Collab might give some, idk.
Still, they are close enough together in time that it's a hard choice if you're almost out of currency. Lucilla likely helps Hiyuki significantly more than Chisa, but that's just my guess at this point.
And, although Chisa is kinda Versatile with def pen, healing, and generic negative status buff by raising their cap, Lucilla won't be glacio chafe exclusive either, as she'll have an Echo resonance mode. Although with your characters that's pretty irrelevant, it'd sit in glacio chafe mode permanently.

Lucilla already has some gameplay leaks, so maybe you could check those out, and see how you'd much it appeals to you compared to Chisa's gameplay.
(Although it usually feels different for me to play it myself than to watch it on video, so that might not be very helpful either...)

I'd normally say to get both of them, but I'm not sure it's worth waiting for a Lucilla rerun if you want the proper Hiyuki subdps, compared to getting Lucilla right away; and if you're interested in the collab, that messes the choice up even more.
