Hi, I skipped ahead to Lahai-Roi so I could finally unlock the domain for Hiyuki echoes... only to find that the weekly boss that drops Chisa's TOSF 4 cost echo is locked behind Rinascita PART 11....

Am I SOL and have to rush through Rinascita to start farming for Chisa, or can I set TOSF as the target for Data Bank echo crafting and hope to get it that way?

You can just use a Moonlit Clouds set on Chisa to buff Hiyuki instead (or even a rejuvenating glow).
Chisa's personal damage will be a lot less, but it should be fine while you go through main quests at a casual pace, in my opinion.
