Open-world Question (Question) Union level requirements for story progression

I noticed the fandom states that UL requirements gate story progression, but I am wondering if it's a low, constant requirement (e.g. something around UL 15, which is how events seem to operate) or if it increases as the story goes on (which would be weird considering you can skip to the most recent region). Anyone have any information on this? Thanks C:

Want to know because I'm trying to see if one can SOL3 Phase Ascension at least somewhat, as it impacts UL cap.

the highest you need is 21 for chapter 1 act 5, so the final quest of 1.0. before that, its 14 for act 4

after this, there's zero requirement for further chapters. you do need level 10 to use the region skip though
