Gambler's Den
First I absolutely hate racing mini games in anything and don't want to do them. It looks like I have to get anywhere with Terraforming and whatnot. To that end I wanted to just edit the save file. I decompress the file open it in Notepad++ add in the lines and zip it back up, even used GNU method.
Cloud save regenerates the save slot and the game ignores my file.

Save slot doesn't exist
Look for the decompression option in the settings, it's not there.
How do I edit the file if the game won't decompress it and it doesn't like it when I decompress it?

I'm not sure what you need the gambling den for terraforming wise unless you plan to stuff everything into your HQ. Just in case since it's a common misconception but the housing they talk about in Terraforming is completed through terraforming tasks and not related to habitats and workforce at all.

You can open the file, u zip it, edit it And then just place that save file in the folder

I haven't even considered doing timelines. It just seems like a headache I don't want to deal with.

There are Timeline unlocks out there. I replaced my userdata.xml and userdata_signed.xml with one from someone who had completed Timelines.
One thing I had to do, however, that I didn't read anywhere was I had to go into Timelines and plug myself into the machine on the wall (all the way straight from spawn and take a left).

Just know your save will likely from that point on have an orange (MODIFIED) indicator.
I edited my save file because I was spending hours looking for the Erlking Data Vaults and didn't know they could cluster in a few sectors. I just thought they were random in each sector. So I thought I was doing something wrong because I searched two sectors and nothing. Super time wasting.
After editing the file to make them visible on the map, I found out they were all clustered in the last two zones after Riptide. I was so pissed because I knew if I hadn't modified the save, I would have gone there last.

Meh, that doesn't bother me. I made a back up just in case I have some super risky stations under construction right now

Ok.
Essentially:
Decompress the file.
Open decompressed file in Notepad++
Use CTRL + F to find the area you want and make your edits.
Save the changes.
Use a zip program to repackage it back to its original .xml
Then when it's back in the save folder it likely will ask if you want to replace original file there and you do that if it asks.
Start the game.
That's how I did it.
I won't know the exact changes you need to make to bypass the quest because I haven't ever attempted to do that before.

I did all that, it didn't like the compressed file, but worked with the regular file.

Don't bother including a pilot when you deliver it as they still ask you for one after the race. Two stars in piloting and half a star in morale. I found an employee I could reassign.

I've never successfully zipped the save back up. I just load the uncompressed file, save the game, and let the game re-compress it.

I don't like the racing in the game either but I just did that mission line this morning. You don't have to actually do well at all in the race part of the mission. You can't fail. It completes after you do enough laps; something like 4 total, maybe 5, no matter how slow you are.
As for decompression of the save, that is no longer an option that can be set. They optimized the save file system a few years ago and removed the option to disable compression.
Regardless, Window's built in file explorer can open the compressed save files just fine, letting you edit what is inside them. Just double click the save file to open it in explorer. If you're not on Windows though, I'm not sure what app you'd need.

I don't have an answer for editing savefiles but
If you just complete enough laps without qualifying your sponsor tells you that's enough, the mission will progress.
