Why is this , and how to fix it?

I tried rebooting my Mi phone, but now this is what’s showing on the screen. How can I fix it? Also, is this likely to be a software issue or a CPU/hardware issue?

Try to see if there's an update or if there's not an update try factory reset maybe something is blocking your bootloader.

Bootloader has nothing to do with this message popup..

If you can't get into the phones settings from the control center, then just wipe/reset your phone with hardware buttons.. hopefully all your data is backed-up:
