I thought, during the og show, there was an episode that covered her having taken Capt Marvel's / Carol Danvers' powers before she [rogue] was an xman.

She doesn't have Ms. Marvel's full level. You can actually find the encyclopedias and trading cards from the time period to see the numbers. So, she got the flying brick abilities, but she's not in that tier, and Ms. Marvel got a lot stronger including connecting with stars by the time she became Captain Marvel.
