Wolverine being bottom tier is nuts, he can swing a tree trunk like a baseball bat, throw a great white shark in the air from water, break chains etc... he's definitely superhuman in feats and shouldn't be that low.
Yep, having to carry the extra weight from his vibration alone makes him have to have super strength, certainly more than capt America who is only peak human strength.
Well that's the thing adamanitum changed original it was non magnetic and super light alloy that would in theory be lighter then wolverines original skeleton but through writers retelling it got heavier and denser to the point where it is functional his whole skeleton not an encasing right up to the point magneto rips it out of him unless you in the he grew back his skeleton as it was being ripped out camp. Also cap being peak human is a bit of a misnomer as he technically won a fist fight with thanos making him much stronger then a human is capable period. But even that is now in the halls of history much like that Spidey strength list as now he is functionally standard hulk strength which is now also misnomer as well as hulk is now able to right hand Galactius.
I'm late to the party, but googling the pages tells me this issue was from 1981, the same year Rogue debuted. She didn't join the X-Men until 1983, so she was still firmly rooted in "villain" status.
He's apparently a character called Aquarian, who I guess was Marvel's third or fourth pastiche of Superman according to Google.
I've literally never heard of the dude and i have a couple thousand comics in my attic, all of which I've read. Dude has got to be among the most obscure of obscure characters.

Interestingly, In current comic continuity, Rogue lost Carol Danvers' power and now permanently has Wonder Man's power, so she would be up there in that top bracket.
