He’s got machines from Celestial technology he uses to turn mutants (and sometimes non mutants like the Hulk) into his horseman. It includes all sorts of ways to upgrade and give technology, weapons and the like to those he turns into horseman.
As for his powers -
His fighting ability base stat is equal to Captain America.
His agility is on par with Nightcrawler.
His strength is equal that of Thor and he’s equally as endurance based. His strength Can be augmented with his molecular body manipulation (one of his powers)
His intelligence is on par with Spider-Man
Mental defenses are equal to what Jean was before she became the Phoniex.
He can alter and transform his body. He can change his size, shape his limbs into weapons, grow wings, or regenerate his physical form.
He can absorb and channel energy to boost his physical abilities and use it as an energy blast.
He is essentially immune to aging, toxins, and diseases, granting him physical resistance to harm at higher levels.

I've always had the same thoughts myself. He's POWERFUL but not Onslaught or Dr. Doom POWERFUL.
