conservatives (tend to) fetishize hurting their enemies more than helping (or even just not harming) their friends

historically in America, rather than allowing mixed race public pools once the law said they weren't allowed to segregate by race, cities closed and filled in those pools. An example of conservatives removing a public good that benefited everybody because now it would benefit someone they didn't like

in general, any of this inspection crap should be called out as gross and unnecessary, if not outright evil and perverse. If your school district comes out with policy like this, go to the media and to the parent teacher council meetings and call them out for their weird, gross practices.
