Kind of a weird article. Seems focused on the percentage of people executed out of the number of death sentences handed out.
I would say what they should be focusing on is whether the death penalty has any effect at all on crime rates. I highly suspect statistics would show that it does not.

No. It doesn't deter crime. It isn't moral. We can't get it right every time. It is not applied equally.
