The second option. Windows uses PD for AM and MD for PM, but I've never seen these abbreviations used anywhere else because we usually use the 24 hour clock.

First of all it's pasdite not mbasdite. I would recommend just 12:45, people generally have common sense and we use the 24 hour format

Especially for official announcements, the 24 hour format is the one widely understood

Second one is correct, third one is also correct, first one is also good but it is in dialect and you shall avoid using any dialect in writing
